FHA proposes changes to minimum property requirements: what buyers should know
FHA published a draft modernization of its minimum property requirements on September 22, 2026. It is open for feedback and is not current policy.

This is a proposal, not an FHA rule in effect
On September 22, FHA posted proposed updates to the Minimum Property Requirements in Handbook 4000.1. FHA expressly says the draft is not official departmental policy and cannot be used for an FHA-insured mortgage unless and until it is finalized. Existing FHA requirements remain in effect.

What FHA is trying to modernize
FHA says many of its property standards have not been comprehensively updated in more than two decades. The proposal is intended to reorganize the requirements, align them where practical with current industry standards, simplify policy language, refine the scope of required actions, and define property eligibility and acceptability more clearly.
Those objectives do not establish that a specific repair, inspection issue, or property condition is now acceptable. The clean and redline drafts are review documents, not underwriting authority.

The comment period ends November 6
HUD's Drafting Table includes a summary, clean version, redline version, and feedback worksheet. Stakeholders may submit feedback through November 6, 2026. FHA says it will consider the comments before publishing a final Handbook 4000.1 update.
What buyers should do now
Buyers considering FHA financing should continue to evaluate the home under the current handbook and the lender's current appraisal and underwriting process. A purchase contract, inspection response, or repair decision should not assume that any draft change will be adopted in its present form or by a particular date.
- Confirm current property requirements with the lender before committing to repair terms.
- Treat future FHA policy as pending until HUD publishes a final effective update.
